An improved forms based GUI for Notes.Ini variables

Currently Notes.ini variables on the server can be set in a few ways; by directly editing the Notes.ini, using the Notes.ini tab on the server config doc, or issuing a set config <variable>=<value> command at the console.
Some notes.ini settings are set through various options in both the server doc and config doc.
The Notes.ini tab mostly requires some knowledge of existing Notes.ini variables with a bit of guidance for some of the older options.
What would make things a lot easier would be a form in the Config doc that lists all available configuration settings currently only available through settings Notes.ini variables and nowhere else, with a description of what it does and a list of options.  Each one can be ticked on or off to set or unset it, with radio buttons, checkboxes or text fields for the different settings available.

It's a low priority item but it's so simple to implement.
