Allow server start to ignore program documents after crash

We have program documents set up to restart our servers weekly, using "nserver -c 'res s'".  Under normal conditions, this works fine, but occasionally the server WON'T come all the way down (and shutdown monitor fails to complete the shutdown) and we have to issue "#kill domino" from the Domino java console.
When this happens, we'll issue a "#start domino" from the console and the server starts back up.  Only problem is that the program document didn't complete it's job and it executes again (and again) each time the server is restarted, until about an hour has passed.
In these erroneous situations, it would be handy to have something like "#start domino noprogramdocs" so we could just get the server back up and running quickly.
